While the Indian government's desire drove the lack of automation, this also accounted for the lower-quality safety systems in the Bhopal plant since the better safety systems are more automatic. Both of the facts are mentioned separateness, but the connection isn't clearly made, leaving the lower-quality safety systems explained as neglect or taking advantage of lack laws. The focus on doing things manually caused a lot of the design probles, the lower Indian safety standards just let them get away with it.
