Case #2 as presented is a question of scope, not ethics. The "what I did not tell you..." paragraph in the commentary clearly indicates that the weld requirements were determined previous to the fabrication delay and thus are included in the scope of the project. Good effort but poor example in my opinion.

This is an interesting, simple course that separates the technical (cost, scope, schedule) issues of a project from the ethical issues.

In the second case study, the issue of ethics is somewhat clouded by the fact that the engineer did not take the time to delve in detail into project discussion notes about the efficacy of welds. The engineer made the superficial judgment that the alternate welds were "technically" ok, which they were. However, there were deeper considerations that the team came up with (e.g., time for closing bridges to do preventive maintenance, etc) that the engineer did not consider. In the engineer's eagerness to resolve the problem, a more detailed review of the design development was not done to be sure that "whatever could go wrong", did not actually happen. This brings up a more subtle issue in ethics- the issue of the experience of the engineer. We all learn by the mistakes we make.
