Would be better to include focused case studies on where the responsibility for safety begins and ends between the design engineer, contractor, owner, and other parties involved with a construction project.

In addition, it would be helpful to address how to incorporate social responsibility into a construction project where standard industry practices are perceived as being insufficient to assure public and worker safety.
