S. M. Parten, P.E.

S. M. Parten, P.E., is a professional civil-environmental engineer with over twenty-five years of experience with research and engineering design projects, and is a licensed civil engineer in Texas and the U.S. Virgin Islands. She has served as project manager and/or principal investigator for state and federally funded grants and studies, including a two-year nationwide study of mid- to large-sized decentralized wastewater systems. Her engineering design experience includes both centralized and decentralized wastewater treatment and management systems, water systems, appropriate infrastructure and management practices for water quality protection, and coordination and participation on engineering project teams for sustainable development. She has provided water utility program management and regulatory/permitting oversight consulting services to state/territorial and local programs in the U.S. and abroad.

Ms. Parten has owned and operated CES, a civil-environmental engineering consulting firm, since 1992. Prior to co-founding CES, she served as a design engineer for CDM and HDR Engineering, and as a research civil engineer for the University of Texas at Austin. The focus of her engineering work is the implementation of sustainable integrated development and resource management systems. She served as member of the Water Environment Federation’s Technical Committee Task Force for the writing of Natural Systems for Wastewater Treatment, 2nd Edition (2001), has authored and co-authored a number of published articles and technical reports, and is author of the book: Planning and Installing Sustainable Onsite Wastewater Systems (McGraw-Hill, 2009).

Ms. Parten holds a BS degree in Civil Engineering (1986) and an MS degree in Environmental Health Engineering (1991), both from the University of Texas at Austin, and a BA in Spanish (1981) from the University of Missouri (KC).
